Phoning or texting Georgia

I bought a £15 roaming add-on so that I could ring and text contacts in Georgia. My texts aren't delivered and when I ring I am told I am trying to ring a country which isn't in my plan and that my Pay As You Go Balance is zero. What am I doing wrong?

Roaming add on is only if your in Georgia.
Means you can use data while in country. And phone and receive calls to UK.
To call Georgia numbers need to use top up feature and add credit
