Data roaming not working

Data roaming is not working in Greece, it didn't work in Spain last year either.
I can make calls but data isn't working.
I set all APN settings correctly.
My partners sim works fine in my phone and provides data.
My sim fails to work in my partners phone.
Customer service have failed to rectify this issue.
Can anyone help?

I also allowed data roaming.
