Can I purchase a package to use in both Spain where I have moved to and England where occasionally travel back to in order to see family'

Against terms of service only meant for temp visits to EU.

Yes but your talking about signing up to uk version and using it there means roaming for many months most uk networks dont allow this there is a maximum time away from home network / usage.
They will eventually cut your services off i suspect as your not meant to use the roaming as permanent as you live there
