Martin Lewis deal not activated by Lebara

Lebara online chat admitted they didn't activate my cheap £1.30 for 35GB deal
And haven't refunded me after saying they would.
What can I do
I also want to take advantage of the discounted unlimited SIM deal but can I not just swop without having to change SIM.
