While this may be true for my life in general, I have purchased a Lebara SIM only plan via Confused.com, I have an order number in my order history and a payment confirmation, however it is not showing as linked in my account, is there a delay in linking the purchase to an active plan?

You need to validate it when you install Lebara app it asks you to link app to mobile number

Hi NickEmmett sort of, thanks for checking in. Turns out that plans are specifically linked to the SIM card that gets posted out so I was unable to link my locally purchased SIM card to an online purchased plan, I purchased a different plan direct through the app and this has linked up no problem, I was just looking for the cheapest possible option as it's only for use in a GPS tracker.
