Cyprus roaming is TERRIBLE

Just arrived in Cyprus, Paphos area so in the EU. Roaming (included in my plan) is so bad that it doesn't work at all. Could barely Google maps from the airport to the apartment. I have followed the setup guide for the APN for my phone (well a similar Samsung model) and restarted my phone but no change. Roaming data is turned on. If I ping Google.com it will only respond 10-20% of the time. This is all with it saying it has full 4G signal. If I want to load a web page I have to refresh about 10 times for it to work

I have used Lebara abroad previously with no issues with this sim but not in Cyprus ... also on my old Huawei phone

Update: seems like if I'm in one of the main towns I have good signal but the internet speed and responsiveness is generally quite poor but workable. Probably high packet loss, something like that. If I'm a bit further out I still have good signal but huge packet loss to the point where it is completely unusable
