Is it possible to block unknown callers from ringing? I have a problematic person in the family who calls from a withheld number constantly.

Jacqueline1 Lebara doesn't offer network level number blocking, including unknown numbers but this is something that you can do on your phone at the settings level. The process is different depending on if you're on iPhone or Android. There is also some useful information in this blog article.
