Unable to receive messages and phone calls

My new Lebara SIM can use mobile data, make outgoing calls, and send messages, but it cannot receive any incoming calls or any incoming messages.
I have tested the SIM in another phone, and I have tested another SIM in the same phone. The other SIM works normally, so this is not a handset issue. I also called 5588, but it did not fix the problem.

I can not receive phone calls but do receive text messages. Swapped with another phone and same issue as before. My phone worked correctly calls and messages. Must be the SIM card?
