Barred sim Lebara withholding PAC

I have asked for my PAC code numerous times through online chat and email, and still not received it. I am repeatedly told that it has been requested and a complaint has been raised but as yet Lebara have failed to send it.
They barred my sim card then took a monthly payment when they were providing no service, so along with being in breach of Ofcom legislation, they are also stealing money from customers!
Anyone else having similar problems or can offer me any advice to finally rid myself of Lebara?
