Blocked incoming international SMS messages

I need to register online with teh Italian Post Office to get an italian government ID.

All attempts seem to be blocked as when I ask to have a OTP sento to my phone at +44********123 I don't receive the SMS message. I'm given to understand that networks routinely block incoming international text messages.

Cam this block be lifted? Any other workarounds?

Possibly because so many spam and scam calls and texts there is more scrutiny over messages from abroad.
Is there no email verification codes.
Have you checked it's not blocked on your phones spam folder

Yes. Have checked spam. Others have similar complaints and suggest the only solution is to contact your network provider, though they also suggest it's unlikely you will be accommodated.
