PAC code issues

I have recently tried to obtain a PAC code by texting 65075. I keep receiving the same message: "There has been an error processing your request please contact customer services". I tried to use a website, but the verification code does not seem to work. I logged a complaint two days ago and it is still not resolved. I spoke to the customer service on multiple occasions and they say they cannot generate the PAC code over the phone.
