Changed to Lebara from EE, completed porting process but now iMessage and FaceTime won't activate to my number. I also couldn't receive regular texts for the last 12 hours. That seems to have sorted itself out now but not the iMessage ? FaceTime problem. Anyone has this before? Thanks

    1. Fix the "My Number" Setting
Even if your number has ported, your iPhone might still think its "identity" is the old temporary one.
    Go to Settings > Phone.
    Tap My Number.
If the number shown is the temporary Lebara number, delete it and manually type in your actual ported number.
    Tap Save.
    2. The "Power Cycle" Reset
This forces the phone to re-register with Apple's servers.
Go to Settings > Messages and toggle iMessage OFF.
Go to Settings > FaceTime and toggle FaceTime OFF.
Restart your iPhone (Power off and back on).
Go back into Settings and toggle both back ON.
You should see a message saying "Waiting for activation." This can take anywhere from a few minutes to an hour.
    3. Sign Out of Apple ID for Messages
If it’s still stuck, you need to clear the cache at the account level.
Go to Settings > Messages > Send & Receive.
Tap your Apple ID at the bottom (in blue) and select Sign Out.
    Switch iMessage OFF.
    Restart your phone.
Go back to Send & Receive and tap "Use your Apple ID for iMessage" to sign back in.
    4. Reset Network Settings (The Nuclear Option)
If none of the above work, you may need to clear your network cache.
Go to Settings > General > Transfer or Reset iPhone > Reset.
    Tap Reset Network Settings.
Warning: This will delete your saved Wi-Fi passwords, so you'll need to sign back into your home Wi-Fi afterwards.

You also have to top up your account by £5 to enable international text messaging. I have done this now to see if it works after speaking with both Apple and Lebara.

Yes it does use data however the phone you are using needs to have international text messaging available to allow it to activate. Trust me i have spent hours on the phone to both apple and lebara and tried everything.
