why can i not send picture messages

Picture messages cost 45p each: https://www.lebara.co.uk/en/rates.html
You have to top up credit to send them as Lebara is a prepaid network.
Most people in the UK do not use MMS because of the very high cost charged by the majority of networks, including all the big 4.
